suggestion for the last paragraph, first sentence:

An advisorb's role must be clarified as an informational role,
rather than a decision making role that representatives of
stakeholder interests would hold in a bottom-up process.

changed to:

An advisor's role must be clarified as an informational role,
(only representatives of stakeholder interests in a bottom-up process 
hold decision making roles).

This statement started life very well, and has improved in form and 
detail rapidly in the e-mail exchanges.
