It's a good question, and I don't have the institutional knowledge to be able to provide a definitive response. But my initial reaction is: given our limited resources, surely we would only lend our support to campaigns that relate to the actual scope of our (limited) policy making authority? 

This is no judgement on this letter in particular, which I don't on the surface find objectionable but I haven't had the time this week to give it much consideration. That being said, I'd like to think we would work on the basis of consensus — if a number of NCSG members are responding to this message with +1s or otherwise indicating their support, and the issue is broadly related to ICANN's remit, it might be appropriate for us to sign on too.

FWIW and without having any opinion about the letter, i have observed in the past where endorsements are suggested to be done individually and not as NCSG. From all indication it seem this particular one will be signed by NCSG? So two questions/comments 

1. What's the process to determine whether to commit to stuffs like this as a group or not. Who makes the decision? The Chancellors? The EC? 

2. What are the criteria that makes a statement qualified? Is it statements from organisations known by(or affiliated to) active participants?

Hi 

I too would strongly support endorsing this Letter, which is squarely within the domain of our activity. Indeed CGI.br has been a supporter of NCUC and related initiatives, as well as an exemplar of multi stakeholder collaboration and governance through years where this has been challenged at the national and global levels. If our support would be at all useful to them, they deserve to have it.
