I would say that NCUC needs at least one Council member to
spend about 25 hours a month and another could work
the minimum 12 hours. 

12 hours a month is a minimum. If you get involved 
in responding to emails, reading and developing Task Force
documents, it would be more like 20 hours a month. If 
you take a leadership position the 50 hours estimate is
about right. But the level of commitment is up to you.

Our new governance structure creates a "policy committee"
which is chaired by the Council members. This committee
adds some administration work, but also can share the 
work load.

Milton, could you update or comment on the time it takes to serve on
the names council.

I wonder if people are worried about what they might be letting
themselves in for and consequently slow to put their name forward.

ICANN's nominating committee suggested in it's FAQ:

"2.4 What is the expected time commitment needed to serve on the GNSO Council?

An average GNSO Council member would spend at least 12 hours per
month on Council related activities, with those chairing committees
or task forces spending at least 50 hours a month. (The commitment
involves a minimum of 6 hours per month based on an average of 1.5
two-hour teleconferences (or physical meetings) per month plus about
two hours of preparation for each meeting for reading task force
reports and potentially discussing with the community. Participation
in committees of the council and/or task forces could easily double
that minimum time commitment.)"

My guess is that it takes more that 12 hours/month.
