Sorry, didn't see this. 
The short answer is that ALAC policy input is supposed to encompass all matters of ICANN, including address allocation and whatever other issues it gets into, whereas the remit of the GNSO -- and NCUC, which is a constituency of GNSO -- pertains _only_ to domain name policy.
