should our position include a provision for a non-profit organization
to give SLDs without charge as a sort of endorsement of the ideals of the
organization?    examples might be Software Freedom Foundation or OpenBSD
Foundation where a donor provides the funds to qualify and operate the
registry and there is no charge for the domains.

should a provision be included for a non-profit organization to "sell"
or "give" domains to contributors?   an example might be a charity like
Red Cross or a religious organization.

should a provision be included for an individual to fund a TLD and give
away SLDs with no charge to the public?   an example might be the TLD
.free.

causing registrants to use established registrars would cause charges to
be incurred for what the new TLD registry is offering at no charge.

it is hard to think of all circumstances that might arise in a creative
area such as extending the Internet to unlimited additions of new TLDs.
