Dear Members,

I attended each of the meetings discussed in these "minutes," and several observations are necessary.  First, with respect to the discussion on Milton's proposed charter, when the notes speak of "the group" as "agreeing," it means that there were 7 persons present and the votes on many items were 6 to 1.  Seven in not a quorum.  These are not binding votes.  It would inappropriate at this time to assume that any of the discussions or conclusions represented in these minutes is fixed or final.

Second, the minutes are quite selective and fail to report many highly pertinent issues that were discussed.

Thus, I would ask that every member keep an open mind and think about the implications of the charter Milton proposes, WITH THE BENEFIT OF THE FULL DISCUSSION AND RELEVANT FACTS.

I have been in other ICANN meetings and just logged on to my email to see Milton's questions and these minutes.  I will quickly write up a summary of other important issues to consider.  Please do not make any conclusions or assumptions until you can read about the other side of these discussions.

The board did suggest that they would like proposals sooner rather than later.  Milton and Carlos suggested that this proposed charter could be finalized by the end of the month of November.  There is no need to rush to conclusions without a full member discussion of the implications and merits.

To enable members (especially those not able to be present at the meeting yesterday) to think through and respond to the questons Milton just sent round, I've attached the minutes from the NCUC meeting held yesterday to this email.

Please note that these have not yet been reviewed by anyone else who was present, and as such are subject to revisions and changes. For those who were present yesterday, please let me know if I have missed anything, and accept my apologies if I have mischaracterized or omitted anything of relevance.
