Thanks for making the comments better. However, on the issue of proposing specific substantive and procedural changes, I think it would be a tactical mistake to do so in this round of comments. I think the main issue now is whether the review takes place at all. We should not, in my opinion, let other groups know what we would consider acceptable changes until we are actually in a review. 

You will recall that in Singapore we agreed to work on a reference document regarding what changes would be ideal from our point of view. I still believe that work should proceed on that document, but it should not be confused with the comments on the need for a review, imho.
