We are supposed to elect three. Our election elected two, because at the
time we held it the Council still could not tell us whether to elect 2
or 3. Now we need to elect another one. That topic is on the agenda for
the NCUC business meeting in Argentina.

Dumb question.  How many members should each constituency elect to
the names council?  <http://gnso.icann.org/council/members.shtml>
shows all except NCUC and nomcom appointed with 3.

I know this was part of the ICANN reform. But do not remember the
outcome.
