We went back forth between:

Governments have [sole, primary, exclusive, the essential...] 
responsibility for all Internet Public Policy

and

All Stakeholders have roles and responsibilities for Internet public policy.

Of hundreds of recommendations we have maybe agreed to a handful, but 
that is still uncertain.
