Thanks Milton for outlining the proposed structure. 

Just one question, which others may wish to answer. Given individual
membership and diversity of interests, is the proposed Executive Committee
scalable as constituencies are added?

I'd suggest the EC should be a maximum and a minimum size, for ease of
quorum. 

It necessarily follows that some constituencies would have their Chair on
the EC, and some would not. If the rules provided that up to "N"
constituencies selected in some fashion would have a representative on the
EC, it would stabilise the size of the EC and be a brake on constituency
proliferation.
