Not specific to that model - my experience has been that 90% of the time it is a faulty flow sensor rather than true reduced flow.

Subject: Low Water Flow - Elan 9000
I am setting up a used and refurbished Elan 9000 and new at this instrument
brand. The plasma ignition sequence is shutting down and the "Diagnostics"
say "low water flow". I am not sure if his is a water chiller problem or
something in the ICP and was wondering if anybody has some guidance and
experience with Elan 9000 and how to find out why the water flow is low?
