You can try to connect the long cable from the PC directly to the back pane, skipping the short GPIB cable inside the instrument. Also swapping boards with the 6000 and see if it shows up as listening in the diagnostics. Just don’t try and open the instrument software.

we've tried several new and known working GPIB cables, measured the backplane board for continuity, replaced the internal GPIB cable, replaced the NI GPIB board and checked all power supplies.
The NI GPIB board as well as the GPIB cables work fine with our ELAN 6000.
After extensive diagnostics, it sadly all boils down to the CPU board as the 9914BPL doesn't even appear as a listener in the NI GPIB diagnostics, so it isn't even initialized.
