You may either have molecular interferences from your matrix or just a
high Al background which is not uncommon. I checked my last calibration
curve using our Thermo Finnigan Element1 in medium resolution (~4000
res) and saw blank effects around 0.1ppb Al solution concentration. You
can pursue some detective work to test the first problem and possibly
find access to a sector field instrument for the latter.
