I agree with Ed - there is no problem in having uranium and moving it
around as long as it is NOT enriched. However, if you are dealing with
enriched material, that implies you already have a license. The problem
then would be that the test site also needs a license. You do need a
license for natural uranium if you are talking about solid material
because the quantities would then be regulated (at least in Canada).

I'm curious to know why you expect this evaluation to be a problem.
Assuming you are looking at ICP-MS (which I would suggest is likely to
be the best technique for this application) I'd be surprised if there is
any ICP-MS vendor demo lab that doesn't have a single element stock
standard at 1000ppm U, which is probably a high enough concentration to
allow you to evaluate trace element determination in the U matrix.
These single element standards are nominally "natural" uranium, but I
think the commercial standards are mostly slightly depleted (although
that won't have any impact on the measurement of most trace elements).
If you want to run a lot of samples you might get through a lot of the
stock standard, but it would be worth enquiring what standard solutions
the instrument vendors have available and what they are prepared to run
for you. An ICP-MS grade stock standard at 1000ppm U will be somewhat
less than $100 per 100mL (enough for at least 50 samples), so if there's
a problem with vendors not wanting to run their stock solution as a
sample, tell them you'll skip lunch so they can afford to buy a new
standard!
Or do you want to measure the solid U matrix? Or measure an enriched U
sample?

We want to buy an instrument that could do trace elements in uranium. In
order to determine which instrument would be the best we would like to
do some tests on the instruments and then compare them. But it would not
be possible to transport uranium or do some tests with a uranium matrix.
