To me, good public policy would always favor some sort of appeals process. Yes, decisions won't always improve, but it provide some force toward more fairness and consistency. It depends, of course, on the structure and arena of the appeal. The main conflicting public interest in considering how to set it up is, it seems to me, the need to drive toward finality.
