This report is a good thing. It calls for use of auctions to assign new TLDs. As I wrote in an article for ICANNWatch, http://www.icannwatch.org/article.pl?sid=04/07/13/1732221&mode=thread it gently pressures ICANN to adopt more rational, fair, and non-discretionary methods of awarding and selecting new TLDs.
