STATEMENT BY THE CHAIR OF THE PERMANENT COUNCIL AND THE SECRETARY GENERAL OF THE OAS REGARDING HONDURAS September 28, 2009 The Chair of the Permanent Council and the Secretary General of the Organization of American States, after hearing of the latest decisions regarding the exercise of constitutional guarantees in Honduras, shall continue to examine developments in the political crisis in that country. With respect to the situation of the Embassy of Brazil, they demand respect for the inviolability of that diplomatic mission and for the privileges and immunities of its staff, in accordance with international law, a principle to which there can be no exception. With respect to the situation of the Embassies of Argentina, Mexico, Venezuela, and Spain, they also call for respect for the diplomatic status of those missions and the privileges and immunities of their staff. They point out that any violation of those principles of international law severely affects hemispheric coexistence and calls for joint action by the international community. Ambassador Pedro Oyarce and Secretary General Insulza deplore the decision by the de facto authorities to prevent the entry into Honduras of the delegation of high-level officials from the Organization of American States (OAS) who were going there to prepare for the visit to that country of a mission comprising the Ministers of Foreign Affairs and the Secretary General. They regret the treatment received by those international officials and trust that it will not happen again. They reaffirm their decision to continue making every effort to seek a peaceful solution to the Honduran crisis; the reinstatement of President José Manuel Zelaya Rosales; dialogue and national reconciliation; and the restoration of the democratic order. -- Carlos A.
