Of course.  Our point was always to set in place a coherent and reasoned framework to replace decision making based on staff fiat, not to slow down new gTLDs.

And I am still surprised that there is a "staff back-up" in case the GNSO/PDP does not work fast enough in the opinion of the staff. Did we ever have such double-parallel procedures of this nature?
