By the amount of time and money ICANN wastes to get anything "not-done", any arbitrary high amount imposed to make the entrance to the club more difficult is valid and will never be enough to recover the costs. As Scott Bradner said few minutes ago at IETF in Anaheim, "It took ICANN to prove that 100-150 people are necessary to do the job of a competent geek" .... Cheers Jorge
