Hi, Well then I am confused. Who is it that decided that the elections would be held before the change in Council as opposed to after the change over to the new Council. I apologize for thinking it was intentional as opposed to accidental. This is, btw, not in keeping with any prior council election that I know of. That is, I do not know of any case where the old GNSO Council elected the chair for the following year's GNSO council, in fact I know of no organization at all where this happens. Personally I think this is a bad idea and sets bad precedent and I doubt that GCOT recommended having the old council elect the new council's chair. But in terms of the NCSG, I think it was just a quest for understanding and I guess we just need to understand that it just happened accidentally and wasn't planned that way.
