Seems to be a strong endorsement of the JAS in there, or am I missing something?

It should be posted shortly to the ICANN website (as required for all correspondence). At the moment, another recent letter of possible interest to members is the latest communication from Larry Strickling (US NTIA) to ICANN, on vertical integration. See http://www.icann.org/en/correspondence/.
