Even if that is accurate, it should be left to the potential members of the constituency themselves to weigh the pros and cons of going this route. The choice should not be imposed upon them from above.

[Milton L Mueller] Actually the choice IS imposed on them from above. That is to say, according to ICANN’s bylaws, it is a Board decision whether we get this new constituency or not. In making that decision, the Board listens to everyone, not just the potential members.  It is a collective decision which is appropriate because the impact of a new constituency goes far beyond the constituency members themselves.

By all means point out what you consider to be potential issues. But, having done that, it is unethical to further impede a potential constituency that has considered the hassles and still wants to form (using a charter consistent with any necessary NC/C split).

[Milton L Mueller] Come on, Evan, let’s have the debate on the merits. We are trying to have a reasoned discussion about whether a CC is good for noncommercial stakeholders and whether it advances or impedes a broader consumer agenda. Instead of dealing with the arguments made you are resorting to name calling (“unethical”, “patronizing”). Most of us can see that you are not responding to the substantive arguments that have been presented. Want to give it another try?
