I think this is a special plenary for the GAC and not a trend. They have to reach "GAC Advice" on the hundreds of Early Warnings for New gTLDs they have issued. I don't think they are excited about coming early, and I don't think it is shades of things to come, but a necessity in the current situation (and given the diversity of Early Warnings). They have much to discuss!

Alain mentioned previously that NPOC is organizing a workshop session at Beijing. I should add that NCUC is organizing a session as well, which will be held Wednesday 10 April from 13:00 - 15:00 local time. The program team is working on the agenda, and we'll be back to you with details when ready. We'd originally hoped to be able to do a full policy conference like we did in Toronto and San Francisco, but we ultimately were unable to secure the space for that so we're settling for a two hour event instead. We expect to do a full policy conference again in Durban in July.

PS: One other small observation on the programthe board decided last year to end meetings on Thursdays rather than Fridays, but now the GAC is starting its' plenaries the previous Thursday- Friday, before most other attendees have arrived and are able to be in the room
