Given the various attempts to use the policy vs implementation distinction to do an end-run avoidance of proper policy process recently, the work of this working group will be vital - and there are plenty of sensible, useful, reforms to be discussed as well. I was on the Drafting Team (as was Ed), and though I didn't take a very active role, it was because others kept jumping in ahead and saying what I wanted to say before I had a chance (well, that and they had their meetings at 3am my time). 

So, I think the charter is fine, the Working Group is important, and we should support it, and ensure we have active representation on the working group (I intend to be on it, but I sure don't want to be the only one).  I would be very interested to hear comments from other NCSG members on this complex issue.
