On a similar subject you can read http://www.amazon.com/Wired-War-Robotics-Revolution-Conflict-ebook which still is a little bit sensationalist but became a NYT best seller.

BTW, I don't understand what point are you trying to make and IMHO totally out of context from ICANN and NCUC ...
