Preamble
On 14 March 2014 the United States government National Telecommunications and Information Administration (NTIA) announced its intent to transition stewardship of the Internet Assigned Numbers Authority (IANA) functions to the global multistakeholder community. The NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN), as the IANA functions contractor and global coordinator for the Domain Name System (DNS), to convene a multistakeholder process to develop a proposal for the transition. While looking to stakeholders and those most directly served by the IANA functions to work through the technical details, the NTIA established a clear framework to guide the discussion and communicated to ICANN that the transition proposal must have broad community support and address the following four principles:
The Internet Society has been requested to select two (2) nominees to act as its representatives to the Coordination Group and to notify these to ICANN by 23:59 UTC on 2 July 2014.
Process
An open call to members of the Internet Society membership and broader community is therefore called, with candidates requested to submit a 250 word statement of interest as well as a separate summary of their relevant qualifications, skills and experience (curriculum vitae). As the elected representatives of the Internet Society membership, or selected from its constituency through long-standing processes, and mindful of the compressed timeframe available, the Board of Trustees has determined that it shall undertake processes akin to its usual practice for identifying members of advisory and operational boards. A nominations committee comprising qualified members of its Executive Committee shall call for nominations, review candidate statements and make a recommendation to the Internet Society Board of Trustees meeting to be held 27-28 June 2014.
Interviews of shortlisted candidates may be conducted.
The nominations committee shall therefore comprise Scott Bradner, Kathryn Brown, Narelle Clark (Chairperson), David Farber, Bob Hinden and Jason Livingood.
Timeline
Nominations open: 9th June 2014
Nominations close: 23:59 UTC 20th June 2014
It is expected that an announcement will be made of the nominees at the closure of the Board of Trustees meeting 28 June 2014 should consensus be reached.
Criteria
Candidates will be expected to possess:
a. A clear appreciation of the nature of multistakeholder participation and governance including a familiarity with consensus-based decision-making systems;
b. Demonstrated expertise in the technical procedures, practices and administration of the Internet particularly as it relates to the security, stability and resiliency of the Internet, its protocols and operation;
c. Familiarity with the IANA operating model;
d. A solid understanding of the overarching governance and contractual principles;
e. Ability and confidence of the Internet Society community to operate within the broader diplomatic environment;
f. The willingness to devote time and energy to this process; and
g. Other such criteria as deemed appropriate by the nominations committee for effective performance.
Expectations
The appointed candidate will be expected to act as the direct liaison for the Internet Society community and provide reports to the Board of Trustees and membership on a regular basis and in other forums at the appropriate frequency and as agreed as the process evolves.
The Internet Society Board of Trustees reserves the right to disendorse its nominated candidates at any time should they be unable to fulfil the requirements.
Selected candidates should initially be prepared to meet in mid-July 2014, tentatively on 16-18 July, to begin developing modes of operation and working methods. ICANN will make available the requisite facilities and resources.
Term of Office
The initial term of appointment will be for twelve (12) months after which time the Board of Trustees may choose to rerun the process or to extend the term.
Practical
It is expected that travel costs will be recoverable for the successful candidate to participate in face to face meetings of the Group. The Internet Society will make available other facilities with which to consult with its membership and expert advisory groups.
