Hi, At this point, I think we are starting to enter silliness mode about all of this. The stress of the issue is becoming palpable with people running around lobbying to and fro. One of the sources of this is that the NCPH (Non Contracted Party's House that is NCSG + the CSG + NCA (NomCom Appointee)) has never submitted its procedures for electing a Board members to the council as required by the GNSO Operating Procedures. So the whole thing is being done AdHoc, and is a wee bit farcical. Perhaps we should do that before we do anything else. Why don't we decide on a proper process for electing, one that can actually terminate in a decision to elect, thus allowing us actually to conduct a legitimate election for a board seat. I have attached the relevant ByLaws and Procedures text below. avri ----- by-laws 6. The GNSO shall make selections to fill Seats 13 and 14 on the ICANN Board by written ballot or by action at a meeting. Each of the two voting Houses of the GNSO, as described in Section 3(8) of this Article, shall make a selection to fill one of two ICANN Board seats, as outlined below; any such selection must have affirmative votes compromising sixty percent (60%) of all the respective voting House members: a. the Contracted Party House shall select a representative to fill Seat 13; and b. the Non-Contracted Party House shall select a representative to fill Seat 14 Election procedures are defined in the GNSO Operating Procedures. Notification of the Board seat selections shall be given by the GNSO Chair in writing to the ICANN Secretary, consistent with Article VI, Sections 8(4) and 12(1). ---- gnso operating procedures 2.4.3 Detailed Election Procedures Each House is responsible for establishing its own internal procedures for nominations, interviews, voting, and candidate selection; however, those processes must be documented and forwarded to the GNSO Council for inclusion as ANNEXES to the GNSO Operating Procedures. If a House subsequently elects to alter its procedures, such amendments must be submitted to the GNSO Council before becoming effective so that the procedures accurately reflect the actual processes and activities performed by each House in selecting its candidate. -----
