I also agree that staff are good people. However I believe what most is concerned about is getting staff in a bottom-up manner. I will be surprised if someone is accusing the person of individual staff but rather it's more of questioning their act (which they may have done in all honesty and in the interest of making progress).
If indeed ICANN is trying to be bottom-up as much as possible then it has to been evident through it's actions

I have been working with these people for years.  With one or two
possible exceptions, and I am not even sure about those, staff is full
of nice, well meaning caring people.  Yes, I have had my differences
with them as I do with all people from time to time - it is in my
nature, but they > "are good people acting in good faith."

In our dealings with them, we might do a wee bit better if we learned
to work with them instead of treating like the creatures from the lagoon.
