As indicated in the response from the ICANN CEO and the board (letter attached), they are willing to respond to questions and request for clarification for the accountability process proposal https://www.icann.org/news/announcement-4-2014-08-25-en

While there was no decision made by NCSG policy regarding the joint-letter, I think it is worthy to take this opportunity and asking for clarifications.
