In keeping with Avri's invitation to have a discussion on list about
the election, I wanted to say a few things. First, a huge thank you
to Robin for nominating me, and for everyone else who has shown
their support. I am really honoured, especially as a relative
newcomer to ICANN, to have your support.

Secondly, I agree with all those who have pointed out we have lots
of great candidates. This is a testimony to current leadership, who
are encouraging folks to run, and keeping us all engaged and
    interested. Thanks for that!

Thirdly, and if this sounds like campaigning, I dont mean it to.
For those who only know me from my role in the Experts Working Group
on WHOIS, you may think I am not consultative. This is far from the
case, I am more inclined to ask everyone questions, their opinion,
the history etc till they want me to go away. The EWG was under a
kind of Chatham House rules that forbade us discussing the document
and our private deliberations. This made it very difficult for me,
the newbie, to figure out what the proposals on the table would mean
in practice. I may have been the only chump on the group who stuck
to the rules, but I am extremely grateful to Kathy Kleiman and Tamir
Israel for fielding my vague hypothetical questions when I was
trying to figure out impacts (ever asked a lawyer for an opinion on
something without showing them the text? :-)). At any rate, I have
been ruminating quite a lot about what I consider to have been a
flawed process, that went on for a year and a half almost. Time for
behaviours to change and adapt to this way of doing business. While
I agree with the need for getting experts to give ICANN advice, it
has to be transparent, and those experts need to be clearly
accountable to the multi-stakeholder community, not the Board, nor
unduly influenced by staff. The contrast between the way we worked
on the EWG, and the way the two groups I sit on now work (Privacy
Proxy Accreditation working group, and the Policy and Implementation
Working Group) is very striking. It may not always move as fast,
    but that's democracy for you.

ANyway, I just wanted to get this off my chest. Please don't
consider it a trashing of the work of the group, we did a lot of
hard work and produced some good recommendations. The experts we
had on the group were all very smart and knew their fields. I do
think the process was flawed however, and I cannot actually think of
a way that I could personally have improved it....but ideas are
    welcome if you have any.

    Kind regards,

    Stephanie Perrin

PS more webinars are scheduled in September on the EWG report, for
those who are not sick of it yet.

    All,

It is my honor to nominate Stephanie Perrin for GNSO
Representative for NCSG. As you already know, Stephanie has
been working very hard to address the privacy issues in ICANN's
various policies and particularly she was the lone privacy
advocate to serve on ICANN's Expert Working Group on WHOIS, who
drafted the dissenting opinion to draw attention to the privacy
missives with ICANN's proposed plan. Stephanie was also
instrumental in holding our privacy event in London with the
European privacy commissioners and activists in June at ICANN
#50. Stephanie brings a broad range of experience to her
perspective from working as a privacy advocate to working with
industry in canada and with government officials for many years
to protect online privacy. When I was a staff attorney at EFF,
Stephanie was awarded the EFF's "Pioneer Award" for her work to
protect online privacy - a decade ago! More recently, NCSG has
been well-served by Stephanie's efforts at ICANN EWG and also at
NetMundial, representing civil society interests, and we would
be lucky to have someone with her expertise and fortitude
representing us on the GNSO Council as well.

Thank you for considering this nomination of Stephanie
Perrin to GNSO Council Representative for NCSG.

        Best,
        Robin

Having spoken to David Cake and determined that
                        he is interested in

running for a second term, I would like to
                        nominate David Cake for the

                        GNSO Council.

Currently he not only represents NCSG interests,
                        but is serving as one

of the Vice-chairs of the council. It believe
