Hi,

The NCSG charter is consistent with the ICANN bylaws in this regard. Being a citizen/permanent resident of one country and a temporary resident of another (each in different geographic regions), I remember having a bit of trouble determining which one I should declare myself to come from. I didn’t find a clear-cut definition of “country of residence” regarding GNSO Council geographic diversity, but I did find a guide on this in the by-laws regarding the Board of Directors and chose to use this as a guide.

From Article VI, Section 2, 3 Second Paragraph (https://www.icann.org/resources/pages/bylaws-2012-02-25-en#VI-3)

“For purposes of this sub-section 3 of Article VI, Section 2 of the ICANN Bylaws, if any candidate for director maintains citizenship of more than one country, or has been domiciled for more than five years in a country of which the candidate does not maintain citizenship ("Domicile"), that candidate may be deemed to be from either country and must select in his/her Statement of Interest the country of citizenship or Domicile that he/she wants the Supporting Organization or the At-Large Community to use for selection purposes. For purposes of this sub-section 3 of Article VI, Section 2 of the ICANN Bylaws, a person can only have one "Domicile," which shall be determined by where the candidate has a permanent residence and place of habitation.”

Upon filling a statement of interest, a person is also directed to declare the country of residence as the country in which taxes are paid. I understand that some folks may pay taxes in more than one country, but (in my case) these criteria all made it easier for me. Like I said…, I CHOSE this method for determining the geographic region I come from. Others may choose for other reasons, but just thought it might be helpful.

If others have different/more appropriate methods, I’d be interested to read about it.

Thanks.

Hi,

One other thing.  The NCSG Charter indicates:

To  the  maximum  extent   possible,  no  more  than  two  (2)  NCSG
GNSO Council  Representatives  can  be  declared  resident  of  the
same  geographic  region  as  defined  by  ICANN.  Reasonable
efforts   should  be  taken  to  recruit  nominees  so  that  all
geographical  regions  may  be   represented  by  the  NCSG  GNSO
Council  Representatives.  Reason able  efforts  should also  be
taken  to  ensure  gender  balance  and  in  no  circumstance  should
there  be   fewer  than  2  members  of  any

Of the two remaining on council for another year

1 - North America resident (me)
1 - European resident from Africa (Amr)

Candidates
(if I have residences correct)

2 NA
1 Europe
1 LAC
1 AP

It does say to the maximum extent possible, so it may not be a problem.
Just pointing it out.

Hi everyone,

Apologies for not having chipped in already - I've been away in one
of the (small but blissful) pockets of Ireland with little or no
Internet for the past couple of weeks on a family holiday.

I just want to add that I won't be seeking a nomination for a
second term on Council. A bit like Magaly, while I love it, I don't
feel I'll have the energies to devote to maximising our influence
there over the next couple of years. So it's time to make way for
someone else.

I'm thrilled to see what a great range of candidates we have, with
a mix of old and new faces any stakeholder group should envy.

Thank you all very, very much for giving me the chance to be one of
NCSG's representatives on Council for the past couple of years.

All the best, Maria

I fully agree with Desiree,

Rafik is doing a wonderful job as NSCG chair. We are lucky to have
strong candidates like Stephanie, Ed as well Maria and David for
the GNSO council. And now Marilia from Brazil.

I believe that the NCSG was never before in such good shape, or
it's getting better all the time :-), i.e. so many good candidates
for other positions too: Stephanie, Dave, Edmond, etc.

Hi,

I nominate Rafik Dammak for a second term as NCSG chair.

He has started a lot of projects to help us become more
organized in our
work, and I would like to see him take those projects
further.  I think
we have already become a bit more operationally
functional during his
first year, and I think can become more so during a
second year.
