The recommendations are from "a diverse global group of civil society organisations" and stress the importance of a multistakeholder approach. NCSG, of course, has multistakeholder approaches as a core value, and while its organizations are both registered (as NGO's etc.) in their respective countries and not-registered that is not an issue here. I have some reservations with bits and pieces of the recommendations but overall they are right down the middle of the NCSG road and I recommend that NCSG endorse them.

What does registration mean? That some government blesses our

Within the CS Coordination Group, NCSG is one of the broadest coalition
of organizations and individuals there are in civil society. Whose
blessing do we need?
