Hi Joy,

I hear you about the timezone issue but I would explain the reasons for
such choice:
- finding a time window convenient to UTC-5, UTC+1 and UTC+8 can be
challenging . such criteria is in order to allow most councillors to attend
the call (for myself I am residing in UTC+9)
- such time can accommodate folks in europe, africa, most of AP and those
in the west side of americas.
- another constraint is to avoid clash with GNSO working , for this call we
have already a working group which will start at 15:00UTC ,
http://gnso.icann.org/en/group-activities/calendar

we can try to rotate however it may mean just few timelsot available,
Maryam will circulate some time slot for polling. I will welcome to hear
any other consideration to have in mind for time selection.
