This is great James, and thanks for forwarding.  While I am all for 
anonymity, on online petitions, I think it is a good idea to list who is 
behind it.....just in case there are allegations that those who put it 
up have a vested interest.  In this case, if the registrars who charge a 
fee for proxy services are behind it, we are open to cheap shots about 
how we are protecting their income streams.
I will import the example of with/without privacy into our text, as we 
want people to submit comments as well, not just sign the petition, and 
I think it really helps to see what we are dealing with.
