Hi

Yes the public interest research has been very internally oriented, pretty much surveying staff and docs. What will be needed next is a look at the world outside ICANN, how the concept has been employed in telecom and other sectors around the world, then think about whether any bits of that may be relevant by analogy etc. Frankly I think they should hire a couple hungry academics who do international telecom policy (not me), doing this properly will need a solidly researched information base.

As mentioned on the last NCSG call, what’s been discussed is to roll out stuff after Dublin, e.g. Lauren’s research/survey of staff, set up a wiki space, broaden to invite community inputs Q4, then Q1 narrow it down and do a first stock taking meeting in Marrakech, then further community work Q2 toward possible agreement in some form at the LAC meeting in June.

Re: NCSG-Board, to be honest I suspect this could be one of those short awkward conversations where Steve says “what exactly are you looking for us to say” and everyone fumbles around for a bit. I doubt the Board will have much depth to add at this point beyond what they had to offer when we asked about this at our Singapore meeting with them, but you never know…maybe try directing to it to particular members, e.g. Bruno…?

Unfortunately, at the same time I have to attend the Euralo GA meeting, where we will talk about...the public interest……

My understanding, as per Nora’s briefing to the council, is that the research to date is limited to mapping out all the places within the ICANN-verse where the term “public interest” pops up. She was asking the GNSO council if there were any thoughts on more to include before publishing the results, but my feel of the conversation was that folks wanted to see what Nora came up with before deciding on the next steps.

I believe it was the annual mtg last where we asked the board about its understanding of the global public interest, how it determines, on what basis, etc. At that time, the board said it was just getting started on compiling some research that it would share and had hired Nora. So it would be great if we could have an update or further conversation on this concept, how it is determined and applies, etc.
