There are several civil society organizations based near Inari that represent the interests of the Saami people. As your own current limited internet access is a testament to, the lack of net access there is a major issue for the Saami, as it is for many indigenous people throughout the world. If you have a chance during your travels perhaps a little organizational recruitment might be possible? Although elected, the Samerad is officially classified as an NGO and hence I believe may be eligible for NCSG membership. If not now, then upon your return? Happy to help.
