I still have to quibble with this “transfer of resources’ framing of the issue.

This is truly 16th century zero-sum mercantilist thinking, that when a person in country A buys a good or service from a business in country B that resources are being drained out of the country and this is a Bad Thing. This implies that the object of policy should be to make everyone else buy your services and goods and that will mean you will be better off (and by implication, everyone else will be worse off). Zero-sum thinking.

There is this thing called “trade” based on comparative advantage. You buy from outside the things they supply more efficiently and you sell the things you supply more efficiently. And you’re both better off. OK, you don’t have to be a free trader or a neoliberal to realize that 90% (at least) of the time everyone is better off if it works that way. I have a Japanese car. I and all Americans are a hell of a lot better off because Japanese and Koreans and Germans can sell cars in this country, it is not a “transfer of resources” it’s a trade.

The problem with current TLD policy is _not_ that people in the developing world are buying .COMs or .WHATEVERS from North America; given their current set of choices that’s a trade that they deem in their interests. After all, they can always buy their local ccTLD. If they are buying new TLDs from existing suppliers (not that many are, by the way) it must be for a reason.

The real problem is that incumbent operators in North America are grabbing most of this sticky market because TLD operators from the developing world are excluded by the massive entry barriers created by ICANN. It’s not transference, its entry barriers.

Also agree with Marilias added focus, but my own perspective is WHO in ICANN follows up consistently over time on those reports. Hope the will say the CCT AoC review...and then we would ask Why is the Review not in place yet!!!!!

What is the perception of the board? In the opinion of board members, which concrete measures could be put in place? Why not even suggestions from the JAS report have been implemented yet? Would the board commit to a clear plan to address the current imbalances before a new round of applications is launched?
