The message is a bit confusing though:

I'm not quite sure what that means, but I presume the intent is that
visa-on-arrival needs some kind of preapproval, or maybe the deadline
is for all visas. I assume this does not apply to people from
visa-exempted countries. I'll try to clarify this ASAP.
But if you do need a visa, you're advised to apply for it tomorrow
(Friday the 12th) if you haven't done so already.
