There was no attempt to create “a centralized platform for leadership across a wide range of IG issues” and hence no failure to do so.  There was some loose talk from Fadi at the outset (in 2014—please adjust your clock) to which everyone else who was involved said no way, and over the next year and half we took it in an entirely different direction.
