to group them to get any kind of regional consensus is always going to
be problematic. :)

Indeed. The other quite complicated one is the middle east as well; Coming from the AFRINIC region i can say its usually a challenge. Overall there is really not going to be a definite solution to these issues based on geographic and cultural differences. Ultimately just having a template and sticking with knowing its not perfect(and may never be) may be the solution.
