Does it however make sense to use part of the explanation given by Alissa Cooper to outline why it is problematic to reference thus far unwritten documents? Perhaps after this sentence:

"These were not part of the accepted proposal, and by referencing as-yet-unwritten documents and exempting them from challenges they create unacceptable risks" [because/such as etc.]


Or is that unnecessary?
