I should note an important qualification to all of this. If there is a delay in the IANA functions transition, the board and the community may have to negotiate which of the CCWG’s accountability reforms to implement, so we could be right back where we started and having to argue for the accountability reforms all over again. Here is the language from the ICANN Board’s Resolution on the effective date: "Resolved (2016.05.27.02), the New ICANN Bylaws will be deemed effective upon the expiration the IANA Functions Contract between ICANN and NTIA.
