Very welcome news, and well timed for those of us in Brussels at EuroDIG debating IG.  ICANN has a session tomorrow on the transition, should be rather cheery now.

BTW in light of the critical debate that happened on list when it was noted that external experts had been consulted, the below from the fact sheet https://www.ntia.doc.gov/other-publication/2016/fact-sheet-ntias-assessment-iana-stewardship-transition-proposal  may be of interest:

"Finally, NTIA commissioned a panel of corporate governance experts including Columbia Law Professor John Coffee [9], Brooklyn Law Professor Dana Brakman Reiser [10], and The Berkman Center for Internet & Society at Harvard University [11] to review the ICANN accountability provisions. The expert panel concluded that the accountability recommendations are consistent with sound principles of good governance that reflect the unique and important mission of ICANN within the Internet ecosystem. In addition, the experts concluded that the proposal renders the prospects for takeover by a single government, group of governments, or one or more economic actors to be extremely remote.”
