Vaibhav,
I am not aware of the NCSG having an official language.
However, I am aware that the NCSG has historically believed that all linguistic groups should be represented in the domain name space, and has supported the opening of the domain name system to include more languages and scripts.
We would not, in my opinion, be fostering digital inclusiveness if we were to expect that all websites shared on this list be available in English. Might I instead suggest you use a translation tool such as Google Translate to get a feel for the website’s content?
Best wishes,
