AC Chat:
Maryam Bakoshi:Dear all, welcome to the NCSG Open Policy Call, on Tuesday 18 April 2017 at 1300 UTC
  Stephanie Perrin:Hi folks!
  Maryam Bakoshi:welcome Stephanie
  Maryam Bakoshi:Welcome all!
  Louise Marie Hurel:Hi everyone!
  Juan Manuel Rojas:Hi all
Poncelet Ileleji:Hello all, hope you all had a great Easter
  Bruna Santos:Hello, everyone!
  Joan Kerr:Hi Everyone
  matthew shears:Hi all
  Tapani Tarvainen:Hello all
Tapani Tarvainen:(I'm still trying to deal with post-Easter email flood... some 4000 new emails waiting when I got home yesterday)
  James Gannon:Afternoon all
  Maryam Bakoshi:Welcome everyone
Maryam Bakoshi:We will be starting shortly
  Poncelet Ileleji:Thanks Maryam
Sam Lanfranco:Is this just quiet or am I having a sound problem?
  James Gannon:Same
avri doria:are we waiting for our council memebrs to join?
Stephanie Perrin:No we are extra quiet this morning Sam.
Maryam Bakoshi:We are dialling out afik
  Maryam Bakoshi:Please hold on
  Maryam Bakoshi:thank you
  Maryam Bakoshi:*Rafik
Stephanie Perrin:Must be a chocolate bunny hangover....
  Tapani Tarvainen::-)
Tapani Tarvainen:Anyway, Rafik's chairing the call so we want him on before starting.
  Maryam Bakoshi:Thanks for your patricne
  Maryam Bakoshi:*patience
  matthew shears:scroll control please
  Malisa Richards:Greetings to all
  Tapani Tarvainen:https://community.icann.org/display/gnsocouncilmeetings/Motions+20+April+2017
  Rafik:https://mm.icann.org/pipermail/council/2017-April/019870.html
avri doria:( btw did we get apologies from all the council members not on this call ? )
Tapani Tarvainen:(I got a last-minute note from Ed - he's traveling right now)
James Gannon:I thought attendance at this call was mandatory for councillors?
  Robin:It is.
avri doria:and half are accounted for. we are doiing well. not.
  Tapani Tarvainen::-(
Robin:Only 2 of our 6 councilors are on the call? (Rafik and Stephanie) We need to do better.
Stephanie Perrin:Not to complain but the situation is aggravated by the fact that we are not consulting prior to the call....if someone is absent but has briefed the others on an area for which they have taken responsiblity, it is better. However, that is not happening at the moment, I will see if I can encourage more discussion on the list.
Martin Silva:Hi all, I was having problems to connect
Stephanie Perrin:Hi Martin, your timing is perfect, we are talking about INGO1
  Martin Silva:Now 3 :-)
  Martin Silva:perfect
Tapani Tarvainen:Ed did not bring it to the FC either
Martin Silva:I can help Stpeh with the Budget
Stephanie Perrin:Thanks Martin, lets listen to what happened and we can circulate on the list.
avri doria:The FC (financial Comm) is unable to draft comments? what does that mean?
Stephanie Perrin:I dont know but the deadlines are coming soon....
Poncelet Ileleji:Ed and Sam I suppose are on the Financial Comm
Tapani Tarvainen:Formally PC is supposed to draft all comments, FC just provide input
Stephanie Perrin:Maybe Same would like to draft the comments?
Stephanie Perrin:(that was Sam not same)
avri doria:ok, not that they couldn't, just tht they didn't
  avri doria:tha is ok
  Poncelet Ileleji:Noted Stephani
avri doria:Tapani, not, anyone can draft comments, only the PC can approve them as NCSG comments.
Tapani Tarvainen:yes of course FC could _draft_ comments, just that they should then send them to PC for approval
Tapani Tarvainen:exactly what I meant avri
Martin Silva 2:Just sent to the list the AC reconrding of the Bugdet webinar meeting with their PDF
avri doria:PC does not need to write all comments. FC writing comments on budget and submitting them to PC would have been excellent
Martin Silva 2:GNSO Webinar on ICANN's Draft FY18 Operating Plan & Budget held earlier, please find the AC recording and below and the slide deck attached. AC recording: https://participate.icann.org/p5lc7uinxzp/ The mp3 and transcript will be posted shortly on the GNSO Master calendar.
Juan Manuel Rojas:The GNSO Council nominates (in alphabetical order): Susan Kawaguchi, Erika Mann and Stephanie Perrin as its primary three candidates for the RDS-RT, noting that these candidates under the new ICANN Bylaws are entitled to be selected. Furthermore, the GNSO nominates, in ranked order: Volker Greimann, Marc Anderson, Stefania Milan and Timothy Chen to be considered for inclusion in the RDS-RT by the SO-AC Chairs should additional places be available.https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_display_gnsocouncilmeetings_Motions-2B20-2BApril-2B2017&d=DwICaQ&c=FmY1u3PJp6wrcrwll3mSVzgfkbPSS6sJms7xcl4I5cM&r=1A9IIOkJia11FXDmJ1R4Jn7wGT4ExHiVuBF89mvNt_Q&m=i5SwTVm21u4cYkNV8LdJiLBk7O1b-xx1Xnz7rlhHNHc&s=JdkYeNbzfUg5NyMPskii-yIHxbaksfIIyM_rh1j4pqk&e=
avri doria:i thought it was to be consensus based, not voting. confused
avri doria:so at this point there is not consensus
  avri doria:thanks
Stephanie Perrin:Thanks for doing this, Ponce and Renata, sounds like a tough job taking lots of your time.
  Poncelet Ileleji:Yes
Robin:Yes, thanks to Ponce and Renata for this.
Poncelet Ileleji:No Worries Stephanie, Voker will still get there as No 5
Poncelet Ileleji:Volker I meant, noted Robin also
avri doria:rememberin that this is still an experimental process, one comment we may wish to make at the right time, is that no one on SSC may stand for any task without first quitting SSC.
Stephanie Perrin:Volker is very good, in my view. Great on the RDS group.
Stephanie Perrin:Would you like us to propose that formally Avri?
James:That is not nessesarily the case. Did not happen on SSR2 no additional candidates were appointed.
Tapani Tarvainen:I seem to recall the council resolution had something about SSC members needing to recuse themselves in that case without resigining permanently
Stephanie Perrin:I agree that it makes sense, a temporary recusal on a process where you worked on the small group drafting, and then on the selection committee. does constitute a fair bit of influence.
  Tapani Tarvainen:Good point Steph.
Tapani Tarvainen:Marilia just apologized on the list for missing this call.
  James:Relevant from JUlj just now
James:With regards to my motion for item 7 on the agenda for our meeting on 20 April 2017 - "Approval of GNSO Nominees for the Registration Directory Services Review Team", please be aware that there is a possibility that the motion might be changed or withdrawn before our meeting. The draft motion is based on a "soft" consensus in the SSC, one where a deadline was set for any objections (rather than making sure we had positive agreements from all members). After that deadline, some issues were raised, and we are trying to resolve them, but in worst case a consensus can't be reached in time for our council meeting, in which case I will have to withdraw the motion.
Stephanie Perrin:As usual, we are facing the situation where a few characters are doing a lot of the work....Susan K in particular was on the WHOIS review, the EWG, and is now a co-chair of the RDS PDP. She is certainly well qualified to sit on the WHOIS review, but due to her involvement on the SSC as well, it does seem like a lot of influence.
Stephanie Perrin:So we need more active involvement from a broader range of people!!
Poncelet Ileleji:She recused herself from voting Stepanie and was replaced by another BC colleague
Tapani Tarvainen:I have to leave in a minute (another call), apologies
Stephanie Perrin:I know Poncelet, she acted quite correctly....it just seems like too much is being done by too few.
  Poncelet Ileleji:I know
Tapani Tarvainen:(I'm hanging on but only on chat - audio on another call)
James:Tapani: Q regarding ICANN 59 scheduling, how is that progressing
James:(As the planning seems to take place in a black box) Q was from Avri
Tapani Tarvainen:call about that right now
Tapani Tarvainen:Farzaneh is on the planning call too
Tapani Tarvainen:I think I could get extra ppl in next time - Avri are you volunteering?
Louise Marie Hurel:thanks for the update on the data commissioners, Stephanie
  Stephanie Perrin:You are most welxome!
Robin:The DPA input is exactly what will be needed in Joburg to get this PDP structured right.
  Poncelet Ileleji:Concurr Robin
Martin Silva 2:+1 Avri on the Geographical Names
Martin Silva 2:the ISO List that was incomplete, by far.
  Akinremi Peter Taiwo:Hi all
avri doria:that is one of the folks reporting in the webinar.
avri doria:that = UNCT as TLD
Poncelet Ileleji:Am Planning to Make a comment @Rafik.bullet pts 1 also this week
avri doria:yas, i am on Staff Acct.
  Rafik:@poncelet which comment?
Stephanie Perrin:the CCT one, I suspect?
Rafik:I thought he is volunteering for another one
avri doria:aand we have a list of issues - people should check it out : ( we are not at comments yet but trying to narrow donw the issues ) https://urldefense.proofpoint.com/v2/url?u=https-3A__docs.google.com_document_d_12ihFgBE5lcVTfiL6wft9MsOqHaSSKnzIDd1utROosNU_edit-3Fusp-3Dsharing&d=DwICaQ&c=FmY1u3PJp6wrcrwll3mSVzgfkbPSS6sJms7xcl4I5cM&r=1A9IIOkJia11FXDmJ1R4Jn7wGT4ExHiVuBF89mvNt_Q&m=i5SwTVm21u4cYkNV8LdJiLBk7O1b-xx1Xnz7rlhHNHc&s=VUG08KD1NQ-OV71pQ9EDTaE23DjM58K-A8RkfBL-CNA&e=
Stephanie Perrin:yes! and we should draft Sam....
Martin Silva 2:I don't have a pre-concived idea but I will work on it with Steph and whoever want's to listen.
  Stephanie Perrin:Me neither Martin....
  Robin:The old constituency statements!
Rafik:we have to covert his one, we misse the previous one
matthew shears:did we ever get answers from finance to the questions that aydent submitted to them on the budget?
  matthew shears:Meant Ayden
Stephanie Perrin:I dont think so but lets try and draft him for this as well, he has been following it.
Rafik:@matt they updated the page https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_public-2Dcomments_fy18-2Dbudget-2D2017-2D03-2D08-2Den&d=DwICaQ&c=FmY1u3PJp6wrcrwll3mSVzgfkbPSS6sJms7xcl4I5cM&r=1A9IIOkJia11FXDmJ1R4Jn7wGT4ExHiVuBF89mvNt_Q&m=i5SwTVm21u4cYkNV8LdJiLBk7O1b-xx1Xnz7rlhHNHc&s=ijq_VlRGmqvx0_ceRgWbeVBfXC_LIB7qpqBTmrOuCQ0&e=
Martin Silva 2:I can talk to Ayden
  Stephanie Perrin:Great!
  Tapani Tarvainen::-D
Martin Silva 2:I would love to, but the date is too close for me and already have more things I should for this week
avri doria:a way to start is to volunteer to read it.
avri doria:and to see the question that raises you pitch.
avri doria:one thing that PC can do is have a PC member shepherd each review and that means creating the drive doc and tracking the work.
Bruna Santos:Although im quite new to it, I can volunteer to (at least) read it!
  Juan Manuel Rojas:+1 on gTLD
avri doria:it is easy to add a sentence to an existing doc, as long as the document exists and you read the report.
Stephanie Perrin:That is a great idea Avri, spreads the workload. I am always happy to do a final grammar edit on anything, just not prepared to draft more at the moment....
  Robin:Thanks, Bruna.
Juan Manuel Rojas:Ready to learn about....
James:matthew shears: did we ever get answers from finance to the questions that aydent submitted to them on the budget?
  James:Yes
Malisa Richards:Im new but I volunteer to read it
Bruna Santos:@robin, you're welcome! Im ready (and looking) foward to getting more active!
Rafik:please tell me which public comments you want to volunteer
Robin:Thanks, Malisa. Reading these reports is always the first step.
  Malisa Richards:You're welcome
avri doria:reading the docs is a good first step. i expect that on reading you will find something that motivates you to further action.
Rafik:@malisa tout va bien en guyane?
  Malisa Richards:@Rafik, British Guyana
Stephanie Perrin:I agree Fik, this is why I raise these two....they look kind of boring and procedural but they are very important.
matthew shears:Rafik - I will on Board changes
avri doria:some are even translated. for ecxampe CC2 is translated into 6 langauges: https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_public-2Dcomments_cc2-2Dnew-2Dgtld-2Dsubsequent-2Dprocedures-2D2017-2D03-2D22-2Den&d=DwICaQ&c=FmY1u3PJp6wrcrwll3mSVzgfkbPSS6sJms7xcl4I5cM&r=1A9IIOkJia11FXDmJ1R4Jn7wGT4ExHiVuBF89mvNt_Q&m=i5SwTVm21u4cYkNV8LdJiLBk7O1b-xx1Xnz7rlhHNHc&s=HO3XYRl170WbUS66JgVl5MFPBITBWGLBRiev7OWCxsY&e=
  Ahmed Almarwani:me
  Rafik:@ahmed for the deferral?
matthew shears:Happy to help on SO/AC accountability
  Ahmed Almarwani:yes racism
  Ahmed Almarwani:Yes @Rafik
James:Attendance of councillors on these calls is an issue =)
avri doria:but other attndance is good. and it is not not just council members, but all PC members.
  James:Agree Rafik!
avri doria:we got a good number of people to attend that is a good thing.
avri doria:do we keep ttendance of PC memebrs attendance at these calls.
avri doria:will help us at future elections to know who particpates and who doesn't
matthew shears:can the names of those who agreed to assist with the public comments be shared after the call - thanks
Ahmed Almarwani:I can help in Deferral, but I will need support from you.
James:Matt I can help with BCG changes
  James:ping me
  matthew shears:thanks James
Bruna Santos:I have volunteered for the GNSO CC2
  Juan Manuel Rojas:Me too
  Poncelet Ileleji:Noted @Rafik
matthew shears:I also think the idea of a PC member sheparding these comments through a good one - lets implement it
  Martin Silva 2:thanks all!
  avri doria:thanks all.
  matthew shears:thanks
  Bruna Santos:thanks !
  James:Night Rafik!
Juan Manuel Rojas:Thanks all. See next
