Here is wht i am going to say we have three minutes: but very important to tell me if it’s ok to mention the recent Internet disruption in Pakistan and continuous Internet disruption in Northern Parts of India.

The purpose of the Noncommercial Stakeholder Group (NCSG) is to represent, through its elected representatives and its Constituencies, the interests and concerns of noncommercial registrants and noncommercial Internet users of generic Top-level Domains (gTLDs). We defend human rights such as privacy and freedom of speech at ICANN. Our members include promineny digital rights advocates, not for profit technical community, academics. We bring diversity of opionion, expertise and region to ICANN. 


We are concerned that the GAC’s request for a total confidentiality of law enforcement access to domain name registrants personal sensitive data, introduce untransparent practices and make it difficult to hold law enforcement agencies accountable in case of potential abuse of the registration data system. 


We believe DNS abuse first and for most we should focus on fair processes not to violate human rights. 


For public interest commitments we urge GAC to work with the community to understand the human rights implications.

I signed up for this in personal capacity but if NCSG wants to give me their blessing I can say a few things representing the group (I have to resubmit the form, so I need your blessing soon):
1) what NCSG does and its values
2) Registries Voluntary Commitments and Human Rights 
3) Law enforcement agencies, confidential RDRS requests and human rights 
Or we can have somebody on the council to bring up the issues and I say things in my personal capacity.

On Tuesday, 05 March the GAC will host an open mic session to offer the opportunity for members of the ICANN Community to gather in the GAC meeting room to share their news and views with committee delegates in person and online. This session will be at 09:00 local time. This session will serve as an ‘open hour’ where individuals from different constituencies across the ICANN community are invited to register for a short remark time slot and "take the mic" to present questions or comments to the GAC. The GAC will be in "listening" mode during this session and may then reflect on any particular points raised in a subsequent session at ICANN79 or at a future ICANN Public Meeting.
