There are many centralized databases online. Also open ones. (And they
do not include PII)

There are alternatives, centralized and decentralized.

If you would check the WHOIS information against information actually
provided on the website, I am pretty sure that in 99% of the cases the
info on the website is more actual, and correct than the info in WHOIS.
(And that is not an argument to improve the accuracy of WHOIS.)
