Earlier, when the sum was more modest I and others suggested that it 
should be placed in an endowment for continuous use over time, and not 
be treated as a one opportunity windfall. An endowment with a charter, a 
terms-of-reference, and an independent funding committee bound by the 
charter and terms of reference could produce good long term results. 
There was not much support for the idea at that time. Too many hands 
that want to dip into the pot now, that seems to be the challenge.
