Hello everyone,

Please find attached an updated version of the Council of Europe experts
(Dr. Monika Zalnieriute and Thomas Schneider) on ICANN's procedures and
policies in the light of human rights, fundamental freedoms and
democratic values.

The basic substance of the report remains unchanged from its first
version of June 2014. The update reflects the latest developments in the
United Nations (Report of the Human Rights Commissioner, Human Rights
Council Panel Discussion, etc.) and developments in ICANN with regard to
the implementation of the granting of Waivers in connection with the RAA
and WHOIS as well as some added references to other developments in the
field of human rights. It also takes into account comments received in
the discussions about the issues that were held during the London ICANN
meeting and the IGF in Istanbul.

Please also find attached the draft flyer for the open
(cross-constituency) discussion meeting, to be held in Los Angeles on
Wednesday 15 October during lunchtime (room TBC).

Please feel free to disseminate the updated report and flyer to others.
