The third day of the Amsterdam session is devoted in
part to a review of the existing IDN issues report. 
That report has raised the question:  "What particular
contractual provisions are required for an <.idn-tld>
in addition to those normally required for any
<.tld>?"

I would establish the contractual provision that all
registrar-to-registrant communications be conducted in
the registrant's language.

Recently we have noted the report of the hijacking of
syria-news.com
[http://aymanh.com/syria-news-com-hijacked].  In this
case, a transfer request (in English) was sent to the
domain administrator (whose native language was
Arabic).  As the administrator did not respond within
the requisite number of days, the transfer went
through and the domain still remains hijacked.
